Cinnaire Solutions and Northernstar Companies partnered to develop The Collective on Fourth, a $16.67 million mixed-income housing community in La Crosse, Wisconsin. This four-story new construction project provides 62 high-quality residential units, addressing the city’s urgent need for affordable housing while also supporting individuals and families at risk of homelessness.
Located just south of downtown and near medical campuses, The Collective on Fourth is the result of the City of La Crosse’s 2021 Request for Proposals, which called for increasing affordable housing options. The development also features a community room open to local organizations and on-site job training and employment counseling services through Workforce Connections, Inc.
The Collective on Fourth reactivates a half-block of blighted properties, offering a mix of studio, one-, two-, and three-bedroom apartments. Thirteen units are designated for individuals and families experiencing or at risk of homelessness.
This transformative project was made possible through critical funding support including Housing Credits, AHP funding, and the Housing Trust Fund. Through collaboration with our dedicated partners, The Collective on Fourth brings much-needed affordable housing solutions to La Crosse, ensuring residents have access to safe, stable, and supportive living environments.
