The Residence at West Outer Drive, formerly known as Grandmont Rosedale Apartments, is a $9.7 million redevelopment project bringing 35 high-quality, affordable housing units to Detroit’s west side. Cinnaire Solutions and Grandmont Rosedale Development Corporation partnered in this initiative to revitalize two long-vacant buildings in the Rosedale Park/Minock Park neighborhood.
All units are reserved for households earning at or below 60% of the Area Median Income (AMI), ensuring long-term affordability. The project will provide housing—with affordability guaranteed for at least 30 years—with easy access to shops, schools and public transit. Renovations included comprehensive upgrades: new HVAC and electrical systems, energy-efficient windows, modernized kitchens, roofing, and flooring.
This development was made possible in part through Detroit’s Strategic Neighborhood Fund (SNF), a $150 million initiative launched in 2016 to catalyze neighborhood revitalization through targeted investments in parks, streetscapes, commercial corridors, and housing.
The project has earned broad bipartisan support and exemplifies fiscally responsible investment that reduces vacancy and provides working families with stable housing near schools, transit, and commercial corridors.
