Housing Tax Credits Support A Community-Centered Response to Michigan’s Opioid Crisis

Wellspring Recovery – Farmington Hills, Michigan

Wellspring Recovery represents a strategic investment in community well-being and long-term economic stability in Oakland County, Michigan. This four-building, 72-unit development addresses the urgent need for both affordable housing and opioid recovery. Sixty of the units are dedicated to permanent supportive housing for individuals and families affected by substance use disorders.

Supported by project-based vouchers, these units provide deeply affordable housing for residents who are actively engaged in recovery and participating in Adult Treatment Court programs. Developed by MiSide in partnership with the Southfield Nonprofit Neighborhood Corporation, Wellspring Recovery combines stable housing with comprehensive, externally funded wraparound services, including case management, peer support, job training, and mental health resources.

By co-locating housing with coordinated services and referral systems from Oakland County agencies, the project reduces barriers to recovery, strengthens housing stability, and supports pathways to employment and self-sufficiency. The development also contributes to the local economy through construction activity, job creation, and long-term cost savings tied to reduced emergency service use and institutional care.

In addition, the inclusion of 12 family-sized townhomes expands access to quality affordable housing for working families, reinforcing neighborhood stability. As Cinnaire’s third opioid recovery housing initiative, Wellspring Recovery demonstrates a scalable model that aligns housing, health, and economic opportunity to deliver lasting community impact.
